Sure! Depending out what she likes, you might find a good idea here:
American Idol Birthday Party- you need a Kareoke machine...
-Have kids perform-solo or groups
-Decorate with a stage, silver stars, etc.
-Include info on the invitations ..."Are you the next American Idol?"
-Have judges, trophies, certificates
-Do a Star theme for the food- like star sandwiches or pizza (use cookie cutters)
Extreme Sports Fun
Go to a skate park or rock climbing facility. Provide snacks
and sports drinks. Then return home for cake and gifts.
Hula Girl
Decorate in a tropical theme. Play Limbo , hire a hula instructor
and make fun tropical smoothies.
Spa Party
Decorate your home just like a day spa with bright refreshing colors.
Indulge the girl's with facial masks, manicures and foot soaks.
Have fun!

Depends on what the girl is like and what she's into. Anyway, make it hip, with loud music. 13-yrs- old are either or will start puberty, try doing something related to that.
Go watch a movie, shopping, eat outside, amusement parks, etc. Make it happy & worth remembering.

Do a country party, with lots of delicious barbecue. Then serve ice cream and chocolate cakes, which everybody loves. Only open for a sleepover if you are ready to cook breakfast for lots of people, as well as tidy up all the mess they'll make :)

A party at home...make it surprise by inviting friends through the child's parents. Make it open to parents and children too and serve pizza, cake and ice cream, plan lots of party games and leave it open for a sleep over that night.

For mine I took a bunch of friends and we went to a waterpark. Then we had a sleepover. Movies and a sleepover is always good. Maybe even bowling or skating.
