How is it that I can buy live clams and mussels but not oysters in Western NY (small town)?

Ask the shop/fisherman. Maybe it is seasonal? mayber oysters are saltwater, and the others can be found in lakes etc?

Oysters are kinda considered "junk food". They're hard to get anywhere.
