How does Pop's Nightclub in Sauget, Illinois serve alcohol 24/7?

some times bars have a license that allows them to serve all the time but usually its an old license and when new places open they cant get that same license because of law changes usually they say they have to not serve for at least an hour so if they get every one served up they can start back in an hour check there license
