It has to increase. Maybe you are not getting a true resting heart rate as a baseline. To be trully resting, take it as soon as you wake up and before you get up or move around. Also, remember that people who are atheletes have exercised thier heart to the point that it becomes very efficient. Meaning that it has accomplished pushing a large amount of blood through the body with each beat. Meaning that the heart rate can be low but accomplish alot....that can be a sign of a true athelete. You didn't say how much you exercise....nevertheless....when you exercise the body demands more oxygen, etc, so the heart MUST increase in rate....or you'll pass out.

I seriously doubt your normal heart rate is 28 Count the beats for a full minute. And yes your heart rate should go up with exercise, unless your taking medication that will prevent a signifigant increase in your heart rate.

The pattern for losing weight is not difficult - eat less food and exercise more often - the difficulties appear when we really try to put that into practice! If you are doing anaerobic exercise, such as running or sit-ups, which is where you get out of breath - the heart rate increases. Maybe you are related to Superman.

Those numbers seem low....How long are you counting for?
It should be for a minute straight.
It's not going up enough because you need to push your workout a little. It could be that the workout is too easy for you.

You can easily convince yourself, measure your HR, run up stairs 2-3 floors should do it, go fast. Now measure your HR.
