Because there is more fat/less muscle in that area generally. Needles tend to hurt when injected into muscle. The arm usually suffers enough needles in blood tests, vaccinations, etc. To do it on the legs would mean having to pull your pants down, not exactly something that appeals to many people.

It's almost easier and has less nerve endings thatn the arm or hip. Also if you are a long term diabetic it causes deep pockets to form in your arms...my sister-in-law was a juvenile diabetic and she had dents in her arms and hips from everyday needles. i guess that's why.
