if you touch a wart or genital blister that is covered by clothes, can the virus be transfered?

No, the only way is if somehow the puss gets through the clothes and into/onto an open sore on you. But, try not to dry off with the same towel as well. The infected area could have flared up and been "scratched" open by the rubbing and then transfered to the towel. Just be careful

If the wart or blister is open and a little bit is oozing through the clothes, then yes, hypothetically, but only if the virus enters your body through another open sore or any other opening in yourbody. Generally, though, the clothes will block the transmission of fluid.
