Depends on where you are in NOVA. Lots of restaurants have party rooms. Others will reserve tables for you.

I like Longhorn Steakhouses, Mike's Great American (Springfield), Harvest Moon Restaurant (Falls Church), ... haven't personally tried Green Olives in Springfield, but understand it has a great private party room.
