CHF is heart failure - they are the same thing (like heart attack and myocardial infarction). It is simply the inability of the heart to pump blood in sufficient amounts to nourish the different areas of the body. Because the volume of blood does not decrease, but the amount being pumped out of the heart decreases the blood eventually backs-up through the venous system, a lot like cars in a traffic jam, thus the name 'congestive'. Therefore you can say that 'congestion' is a consequence of CHF (or HF), however the terms CHF and HF describe the same disorder.

congestive means its not ever gonna get any better, just worse, and every heart attack does not lead to congestive failure.
