If you have a Sam's, you can find "Petit Fours" which are little cakes that are very elegantly decorated. Also, they have "Pinwheels" which are sandwiches made on tortillas, rolled and sliced - also very attractive. You can also have mini-quiche if they're not too picky! Ham and cheese is usually a winner for younger kiddos. All of these suggestions are "kid size" and nice to look at and not very messy.
Try a fruit tray or cheese and cracker trays. Those have been big hits at my daugther's parties. (So have the little cocktail sausages!)
How about cookies shaped like tea pots and cups & saucers with sugar sprinkles?
"Shaped" foods and "pretty" foods often give the impression that more time has been spent preparing the items, which is not always the case!
Let me keep thinking and I'm sure I can come up with something more!
Oh! If you can find a "Cut and Seal" you can make homemade sandwiches that have the meat sealed on the inside. Almost like a big ravioli! I'm going to assume that your daughter is probably under the age of 10, right? So having a "tea" is a very very big deal for her! Dress-up time with hats and jewelry and high heels and stuff....what great fun! For the party, I'd make items that they would love to eat, only in very sophisticated ways. For example, make peanut butter mixed with honey sandwiches on crustless white bread cut into triangles. If the kids like egg salad, do the same for it as well, only maybe using a soft whole grain bread. Make mini cupcakes instead of the bigger kind. Petit Fours are also nice ideas. You can take miniature hot dogs and bake them inside cresent rolls. Mini-quiches are also great. Anyway, you can always have a variety of cookies and brownies if all else fails!

Sometimes it's fun for part of the tea party to be helping get it ready.....get cute aprons for each to wear and let them make some of the finger foods....use cookie cutters to cut out the bread for the small sandwiches....and cut ready-made cake into squares and diamonds and let them frost them.
I will guarantee every girl will love making them first...it can be part of the party....then while they are playing a game or whatever, set up the table with what they have helped make.
They will love it....and that really isn't that messy....Also can dip strawberries in chocolate.

some diverse 'take-n-bake' pizzas from papa murphy's or costco or some thing will be reliable, and not at all too intense priced. fruit salad is healthful and maximum childrens like fruit. hollow out a watermelon and serve it in that. cookies and candies would omit nicely, yet no longer all moms and dads would approve of a sugar-overload. BBQ stuff would omit nicely, maximum childrens like hotdogs, and also you would have fowl or ribs for the grown ups... and because you'd be interior the exterior besides.... would likely be acceptable. you could supplement with potato salad/fruit salad, chips/dips, corn on the cob, etc...

Tiny cookies are good, the ones you get in the tin and drink with tea. You could also get biscuts, like bake the ones from Pillsbury. Have pigs in a blanket and lemonade so their clothes dont stain. Have them pick the toppings on their own bagel pizzas and they could have a scoop of ice cream with chocolate drizzle.
Finger sandwiches filled with turkey or ham or something enjoyable. tiny chocolates for dessert.
you could leave out cheese and crackers, too.
The kids would LOVE to make their own ice cream sundaes with lots of different sprinkles and syrups
and my little cousins like the quiches that my mom makes.
They come in boxes at whole sale stores.
Pocky sticks are these asian biscut sticks with chocolate dip, those children adore, they come in strawberry, vanilla, anything.
Make sure that no children have allergies to eggs, peanuts or any food or latex.

(don't forget to cut the crust for the little speed demons)

instead of candy apples heck have the too
but have hamburger and hot dogs dipped in the same stuff as the apples are
by the way the party should be no longer the 37 minutes after all that sugar is digested and that takes about 20 - 25 minutes you don't want these kids in your house send them home

Cucumber sandwiches without crusts, PBJ cut with flower cookie cutters and deviled ham. I made miniature scones served with clotted cream and strawberry jam, mini blueberry muffins, and rasberry tarts (cut pre-rolled pie into circles and pressed into mini muffin pans. Filling was rasberry jello mixed with Cool Whip and topped with a rasberry).
kids even liked dipping their finger sandwiches in this, when they were little. Chill at least 2 to 3 hours. Cook time is chill time.

make some sandwiches and then cut them into shapes using pastry cutters
egg and cress
marmite
cheese
ham
big bowls of seedless grapes
cheese sticks or mini cheeses
veg sticks
fat chips (cut a potato in to eighths and bake in the oven with a little olive oil)
use paper plates and cups and as the children leave get them to pop their rubbish in a bag by the door easy !!
