Found this site and did a quick look and didn't appear to be a symptom, it's more shortness of breath issues or feeling like you have cold or flu. If your doctor haven't already done so ask for a EKG and or a ultrasound to check the heart just to be on the safe side.

A reduced pulse is in no way related to congestive failure or indicative of congestive failure.
CHF is a syndrome where the heart for one reason or another does not pump vigorously enough to move the blood as needed. A variety of causes prompt this condition:
*Heart damage from a heart attack
*Long history of uncontrolled blood pressure
*A valve that does not function correctly
*A heart rhythm that does not pump effectively
*Sleep apnea
*Cardiomyopathy - a change in the heart muscle that makes it ineffective in contracting normally.
As you can imagine these are for the most part not conditions that usually go unnoticed until something subtle like a slow pulse occurs. Indeed, with CHF a rapid pulse is more likely.

54 and 60 are generally what people with laid back personalities have. Either that or highly medicated. You aren't in trouble unless your heart has been dipping lower on a regular basis. My defibrillator /pacemaker would increase my heart rate to those kind of numbers if my heart rate ever made it to low 40s.

a pulse of 54 could be a sign of good health.. would need to know more about your stats...body type, age, diet etc...

When you start retaining water , have trouble breathing, undergo a heart cath, EKG. When you have heart failure you will know it.
