Sugar issues will affect behavior.. I get very irritable when it goes too low. But, I also knew someone who would get belligerent and violent (the family had to let him pass out and then help him).
If you think he's having sugar issues, you won't be able to tell whether it's too high or low, unless he tells you what he's had recently. That may or may not be easy, as he may not be cooperative.
The best course of action is to give him some juice. If his blood sugar is low, it'll fix it. If his blood sugar is high, it won't fix it but won't really cause any damage either. Medical attention is always a good thing in either case, things can change quickly.

Yes, there are mood changes as the previous answers have stated. If one has hypoglycemia, the best thing to do is:
1)Give them a small drinking box of juice, some pop, or a glucose tablet. Recheck their blood sugar 15 minutes later.
2) If they are still hypoglycemic, repeat step one until their blood sugar is in the safe range.
3) If they are in the safe range give them some carbs (e.g. bread) and some protein (e.g. meat, peanut-butter) to prevent anothe hypoglycemic episode.
In Canada the normal range is between 4-7. The States uses a different measurement system.
Things that can increase the risk of hypoglycemia include
1) Not eating enough
2) Taking too much insulin
3) Exercise
4) Alcohol
Hypoglycemia, if left untreated, can lead to a hypoglycemic coma. If this occurs you need to call an ambulance. Some diabetics carry around a vial of glucagon, an injection, which will raise their blood sugars when unconcious.

Yes, there are recognizable mood changes. During low blood sugar one can become very irritable and in some cases can be very loving (that's from personal experience). It just depends. What happens is there is not enough sugar going to the brain, so mood changes can be drastic and completely out of character. They may act dizzy or "woozy", become shaky, or just be confused.

Low blood sugar will cause u to be irritable, very hungry and shaky, if it goes too low you could pass out or become confused and then pass out.

I say yes...and high sugar too. On low I have seen them get frustrated, rude and unreasonble. On high sugar the same but mean too, cranky, extremely tired.
