I have worked as a patient advocate and medical assistant at a public health facility for two years. I have also, being gay myself, looked a lot into studies done into oral sex and HIV transmission. It is plausible to transmit the HIV virus through oral sex, now having said that, it is no more dangerous than passionate kissing, and there are exceedingly few confirmed cases of transmission through oral-genital contact with no cuts or bleeding. I would put your risk below 1% IF he had the virus. If your not sure that he does, than he probably doesn't which puts your chances even lower.

If you are worried, wait three months form the time you had oral sex with him and have an HIV test.

Best wishes

Yes, anytime you come in contact with bodily fluids there is a chance of contrating the virus. Always use protection.
