You can get an STD more easily than most realize. It only takes one cell to cross from one person to the other! You can catch it through oral sex, rubbing up against each other while your genitals are exposed, or even my touching. Any form of sexual activity can spread some forms.

Condoms do reduce the chances, but they must be put on the moment the pants come off. HPV and Herpes are spread by skin to skin contact, so even a condom will not prevent the transfer.

The moment you have unprotcted sex with them. However using a condom when one has HPV is no protection at all. HPV is spread by skin to skin contact and not bodily fluids, and contrary to what you may have heard or what your peers have said your partner does NOT need to have an outbreak in order to be contagious. HPV is a major factor in cervical cancer for women.
