Would this restrict the amount of oxygen that gets to my brain, and thus making the brain less functional?

Hi,
Please do not worry . The human respiratory system is like that only , when you breath you will breath through one nostril at a time only. you are medically fit .
This do not restrict the amount of oxygen that goes to human brain.

There is not a problem with that. Everyone breathes with one nostril at a time. And so it does not make your brain less functional. We don't notice that we breathe with one nostril cos we don't care. You just happened to 'care'.

I assume you mean that one nostril is always blocked.
I had this problem and it was caused by turbinates that were surgically removed. however sometimes a nasal spray will help.
