Does this mean that the oral bacteria is only a risk if having surgery? What if i have an inflamed gum and it is now releasing some liquid?

PLEASE go to your dentist. If your gums are swollen and especially bleeding--this is a sign of gum disease which can lead to serious health issues.The infection can go to your heart valve,and require a valve replacement.Listen to what I am telling you for this has happened to a family member.
