Probably not. The person has to be a relative in most circumstances, but it can also be someone "who lived with you as a member of your hosuehold". You also have to have provided and paid for more than 1/2 of their support.

A child has to be related to you through blood or marriage.

If it is an adult, they have to be related (blood or marriage) or live "live with you all year as a member of your household" and they have to make less that $3300 per year.

Probably you can since they are staying in your home. I see it that he/she needs to contribute to your property tax as well as ultility bills such as electricity and water and also the wear and tear of your home.
