yes and yes. but that doesn't always mean that the scar won't be visible. also the texture of scarred skin is different than regular skin and some tattoo artists won't tattoo over it but a more experienced one will. i have seen it done and it doesn't look bad. depending on what kind of stretch marks (white or red) they would probably vary on how visible they are underneath the ink.

Yes! you can tattoo over scars I have. I tattooed over a keloid that is about 2 inches long. I got a butterfly over it and it looks wonderful! Very painful but it covered up what I wanted to cover. The same for strectch marks if it's done perfessionally it will look beautiful!!!!!!!

Yes, Tattooist Greg Kulz commented "scar tissue is easy...feels kinda like plastic." In the vast collection of tattoo books and magazines, there are a few photos or interviews where people speak specifically of getting work done over both scars and stretch marks. The tattooing shouldn't be done if the skin is still healing or changing following whatever caused the dermal trauma.

you sure can make sure the scars are healed fully and pretty flat and stretch marks are under the skin so that wont affect you getting a tattoo.

you can but its not that good of an idea as it will cause bumps in the image, not sure about stretch marks however.
