The community always think that they know more than LE, LE has a pretty good idea of what is going on. The community, for the most part, are not even correct on what is a crime and what is a civil issue, and the fact that LE can not arrest on a civil issue. So to answer your question LE knows more but there is only so much they can do.

LE knows more about most I would think - but that depends too...like if someone knows something and does not share that with the police then yes it would be the community
