When I try to email using Picasa I always get asked to Choose a Profile. I want to use Outlook Express but it will not let me and always says email could not be sent.

It's asking you for the mail profile to access. You need to configure your Outlook to email properly. Go to Start > Control Panel > Mail > Show Profiles > click on the profile and click Properties > Email Accounts.
Make sure these setting match your email provider.

What is your email settings in Internet properties right click Internet Explorer on your desktop choose Properties go to programs tag and look to see what is your email setting from there you should be able to choose outlook express.
By the way if your using xp you can change the email settings on your start menu also right click your start button choose properties click customize on button choose outlook as your email hope this work.
P.s. remember to always click apply before the ok button or the settings won't be saved :)
