I propose a Novice Licence - this would lead to the Preliminary Driving Examination(s); a mix of Theory, Knowledge and Practical; success would entitle the holder to be in Improver for a nominal period during which he/she would have to attain a competence in Night Driving, Bad weather, motorway etc. This would be so many hours (Say 10) or a period of no greater than 12 months; at the end of which the holder would then have to drive to 'demonstrate' that he/she has met the necessary criteria.

During the Improver phase there would need to be restrictions applied to the new driver.

There would be no need for accompanying driver.
'L' Plates would be replaced by another symbol!!!

No it's already top heavy, it should revert to a single stage test performed in one session. Most bad driving is carried out by experienced drivers.
