in a car hes been sitting there for a month he only comes after 8 pm and dosen't move until 3:00 am are they any thing legal about this

Call the police if you're bothered by it. Lurking isn't illegal per se, but stalking is. To hang around like that seems odd - he could be a drug dealer or something. It might just be the opposite, though - he's checking up on an old lady for the night, or maybe he lives there, or used to live there before a divorce and wants to know his kids are coming home safe... I could think of a dozen other scenarios.
But call the police, just to be safe.

I guess you mean "is there anything illegal about this" loitering is illegal in some states and that gives the police the right to search his car if they find any tools he can be charged with "intent", Just by the way what are u doing between the hours of 8pm and 3am. to know that he has being this for a month. I hope you have curtains on your windows

I was stalked when I was 19 even though it was harmless behaviour it scared me. I called the police to get advice and they said i couldnt really do anything cause he wasn't doing nothing wrong, I couldnt see his license plate, so the woman cop on the phone sent a cruiser to my place and im sure he ranned the plate numbers and put them on file. I think it scared the guy cause i didnt see him after that. This went on for about 2 weeks.

I'd definitely call the police. That's what a Neighborhood Watch does, they know what usually goes on in their neighborhood and report suspicious behavior.
Sad story - a woman was sitting in her car like that in front of my uncle's house years ago. She ended up shooting herself in the car. Call the police.

He is waiting for the END! There are a group of people who believe that the END will come somewhere between 8 pm and 3 am. It will start with a single pink ray from the sky. You will find him looking up at the sky every now and again. He will pray the rest of the time and be repenting for his sins.

He might be homeless....or an undercover agent or something.....I would at least notify the police if you feel leary or uncomfortable.....go with your gut feeling.

What is illegal about it? Is he on private property? Is he creating some type of disturbance?
