It is very difficult to catch them, I guess wireless spy cameras placed in sensitive places can help nabbing these people

I take it that you're 'shotgunning' a whole bunch of questions to build up your score, right?
I grew up in a city that had organized crime all around and it didn't get cleaned up until Estes Kiefauver pulled his political machinations against 'organized crime' to gain the limelight to help him win election.
Any competent district attorney or police agency can zap 'organized crime' as easily as any other criminal element.

No, it is not easy, that is why it is called "organized" crime. The people who head these groups may be criminals, but they are smart, many times smarter than the law.
