You are thinking of the guy who does the 'Black-U-weather' reports and his name is Ollie Williams.
Here is my favourite it is from season 4 'The perfect castaway'
Tom tucker:- "lets go live to ollie williams with the black-u-weather report ollie...."
Ollie:- "Its rainin' sideways!"
Tom:- "Sounds rough Ali. Do you have an umbrella?"
Ollie:- "Had one!"
Tom:- "Where is it now?"
Ollie:- "Inside out two miles away!"
Tom:- "Is there anything we can do for you?"
Ollie:- "Bring me some soup!"

Ollie Williams is the black meteorologist on Quahog 5 News' weather segment, the BlackuWeather (a play on AccuWeather) forecast, and is reminiscent of Al Roker. His forecasts are generally very loud, concise, and to the point, generally being less than 5 words long (for example, "it's gonna rain!").
