IF YOU MEAN TO A US SOLDIER:
You can't send a letter to just anyone, you need an actual person and address for security reasons. If you have that and you are entitled to base privaleges, you can mail the letter for free through the post office on base (but you have to have an APO return address).

If you're not entitled to base privaleges, and don't know anyone who is that could send it for you, yes, you can still mail letters to them. You will pay the international postage rate, and since the APO used for Iraq is in New York state, your letter will be routed to New York via civilian mail systems and then to Iraq through the military mail system.

IF YOU MEAN TO A SOLDIER FOR ANOTHER COUNTRY:
I'm sure you can, just have the proper address ready and be prepared to pay any postage they may require extra of you.

IF YOU MEAN TO A CIVILIAN IN IRAQ:
Yes, you would just need to use the correct address and pay the international postage on it.

You can send them from a German post office just as you would to any foreign country. The postage would be the price of sending a letter to New York from Germany. packages the same.

If you want to send to some US soldier I guess this is not working that way, you need to go military post office and is free.
If you want to send somebody you know and living in Iraq and this will be work true the German Post Office. I'm just asking myself, are they delivering mail in Iraq? They are bombing this place daily.
The best way writing e-mail.

Okay, if you are sending it to a military address in Iraq, you can send from Germany. It will be routed back to the United States and then the US Postal service will route it to Iraq.

Example...APO addresses get routed through New York. So your letter would go from Germany to New York to Iraq.
