I can't tell how old you are from your question, but if budget is a major issue. Get him a really nice card. Write or print out a poem from the internet that has something to do with father and daughter, or edit a love poem to reflect your relationship. Then make him a booklet (using clip art and your computer) of certificates that he can redeem to you. Kind of like gift certificates. One to cook him his favorite meal. One for a hug. One to wash the car, etc. You come up with ideas that you think will work. When he sees how much thought you put into it, believe me he will think it's very special. Ask your mom to give you money to buy some stationery to print on. It only costs a few bucks.
I'm assuming you're young and on a serious budget. If you are high school age and get money from a job or allowance, then make the certificates for dinner for two or a movie.
It's great idea for Mother's Day too.

For my parents' anniversary I picked out my favorite photos and had a scrapbook created with them. Both of my parents absolutely loved it!!! They show it off to all of their friends. The company I went with is www.justynas-scrapbooks.com. I did some research and they had the most reasonable prices and I was really happy with the work they did. You can do it yourself, but it takes a lot of time and the supplies are really expensive :-/

Give him a coupon good for 4 hours (or more) of your time. You can go to a movie, go out to eat, or just go somewhere you will both enjoy for a while, but give him your complete attention.
Talk to him and find out what's going on in his mind these days and tell him what's going on in yours.
Most of all. Tell him you appreciate all the things he did for you and the effort he put into making you the woman you are today.

It might be a bit expensive, and a bit too large, but what about a relaxation chair. If your dad likes to chill out then it would be a perfect present.

Does your dad like to play golf? Why not have a round of golf with him and pamper her him to a really nice dinner?
Or you can cook something special for him or cook his favourite dishes...
I'm sure he will be happy about it..
