If you need to freeze it, use dry ice. A double styrofoam cooler (two of them stacked together) should allow it to get cold enough to freeze...though you may have to dilute the vodka a little.
As mentioned before, there's no way your home freezer will get cold enough to freeze vodka (40% alcohol). You may be able to freeze up to 15%, but it's not cold enough for higher concentrations.

Alchol freezes at too low a temperature for domestic freezers. You can make a really yummy frozen drink by mixing 3 litres of fruit juice with one bottle of vodka, when it is frozen rough it up with a fork like granita and scoop into glasses. Top up with ginger ale or lemonade. We call it vodka slushy.

Your freezer isn't cold enough. Most only get to 0 deg C. Alcohol lowers the freezing point of water. Pure alcohol freezes at -117 deg.

Alcohol itself won't freeze. You have to mix it with something in order for it to freeze, and even then it will more than likely be a slushy mix rather than frozen solid.

im just guessing but maybe it will freeze if you mix half vodka and half juice. juice freezes, just a thought
