Without the special equipment and knowledge needed to identify and decode the security features, your surest method is to take the card, or an accurate color scan/copy of it, to the nearest Mexican foreign mission.

Why do you bother with it? That card doesn't mean anything other than the holder is a Mexican citizen, which is probably obvious from the start. It is available by simply applying for it, and doesn't mean anything in terms of the holder's legality or illegality in the U.S. In that sense, it is a meaningless credential.
