When people refer to "smoking tea" it is a euphemism for smoking marijuana. Check out entry #3 in the following Urban Dictionary definition of tea:

You could smoke actual tea (dried leaves of the camilla sinensis plant) and you might feel subtle effects from the stimulants (caffeine) in the tea, but you would not get any higher than you would if you drank it.
