When it could be answered more quickly and more reliably with a simple Google.

When the answer is inherent in the set-up of the question.

When the assumptions in the question are so odd that that there seems little chance of even explaining to the poser why it is pointless to reply to the question.
(The poser then takes his question to be "answerable", and proof of his position.)


A question with awful spelling, capitalization, punctuation and phrasing may not be stupid, but it doesn't encourage the belief that a careful answer will be appreciated.
