I have Adobe photoshop and i want to put my drawings up in the web called www.deviantart.com but the problem is i kinda suck and i don`t know how you make those drawing like anime in photoshop. I know the background but not the characters. Please help me!

Usually people use photoshop to color there inked pictures(lineart).

I don't believe you can make an animated gif in Photoshop. You can only make still pictures. You make a bunch of individual pictures in Photoshop and assemble them into an animation using something like GIF animator: http://www.freewareweb.com/cgi-bin/archive.cgi?ID=288
