My cousin who's 20yrs old, just told me that he met some girl "at the airport." but after further investigation and snooping through his emails, his sister & i found out that he met this girl through the internet and he wired transferred money to her in order to buy a plane ticket to come here.... she arrived like 2 days ago and she's probably staying with him (he told me she was a foreign exchange student and she's studying at Duke, which is all a lie!) Then i found a site that has the EXACT same pic of her "passport" that she sent him... and it turns out this was all a scam and she's probably going to try to steal money from him, who can i report this to? Immigration? US Marshalls? FBI?

Please help us with any info you can provide... we just don't know where to go with this.... we want to solve this problem before she actually steals $ from him or does worse!

If you can print out some evidence, start with the local police.
HOWEVER, if your cousin is enamoured by her and gives her money or anything else willilngly, it is not yet considered a crime. Immorality and the breaking the law are not always the same. I wish him the best of luck though.

Realistically, you have nothing to report to anyone. Even if she is a scammer, she has broken no laws.

If your cousin freely sent her money, and gave her a place to stay, she is an invited guest. His crime is telling you a lie.

She obviously got a visa, so the US Embassy in Moscow checked her out and found that she had valid reasons to come to the US. So she is not here illegally.

And being a sucker and giving money to a woman is not a crime, no matter how stupid your cousin might be.

However, I think maybe you should tell the local police about it. Then they can investigate YOUR crime of illegally accessing his email accounts, and snooping through his private things.

Sorry, but you are the only one who has broken the law in this case.

I looked at both passport scans you gave. You claim these are "the EXACT same pic of her passport", yet you post links to pics of two totally different women. Me thinks that maybe it is not your cousin that is blind and telling lies.

Sounds like your cousin needs a reality check. Have you tried showing him the proof you have or at least giving him a warning so if he is in the position of being scammed...he will recognize it? I have a brother around that age and I know that they do not take advice well but he will come to his own conclusion once he is in the situation and has all your facts.

You can call the local police and let them know of you suspicions but they are going to want details. So be it best you have all the right facts before you call.

I'm confused as to why you believe she is going to steal money from him, or worse. Your cousin lied to you about how he met her and why she is there. That doesn't mean she lied to him, only that he lied to you. I don't understand what difference it makes what picture she sent him, if she is there in person with him now. She obviously cleared security when entering this country, and I have a hunch that the TSA and Homeland Security are better equipped than you to determine whether she is a fraud. You and his sister invaded his privacy by going through his emails. If he is 20 years old, then he is an adult. He is old enough to meet a girl and fly her in to stay with him, then he is old enough to judge his own situation. Maybe instead of getting the authorities involved (with no legal basis), you should spend some time with BOTH of them and see if you can try to understand their situation better.

FBI or Immigration. Explain to Immigration that she came here by false pretense. Unfortunately they probably don't care. Where is the photo came from. If she commited a previous crime talk to the sherriff or FBI about it. Also explain to anyone who will listen that she has a false ID. They may care about that part.

Unless it is a federal case, then the FBI really doesn't have jurisdiction and she is not a fugitive, so the US Marshalls don't have jurisdiction either. Your best bet would be to go to the local police or sheriff's department.

You *could* report this to DHS, but unlikely they can do something unless a crime has been committed. She's probably here under a tourist visa and unless you caught her in a crime (like prostitution or something) she ain't going anywhere.

Cops need to be filled in on all this info--they will probably do a sting operation on her---get her to come and wait till she makes incriminating statements---click---handcuffs go on. If not--your brother was stupid enough to get involved--let him handle it.
