Depends on the water temperature. On the California coast they use wetsuits because the water is cold. In warmer water like off Hawaii they wear regular swim suits. Have lived in both places and seen surfers in both.

It depends on where they live, and on the weather.
If they lived in California where there's a cold water current, they would wear a wetsuit unless it's a hot day. Then they might just wear board shorts and probably a rash guard to protect from rash and sunburn.
If they lived in Hawaii, though, or somewhere else with warm water-probably just board shorts; maybe a rash guard.

I surf in So. Cal. and in the summer I wear board shots and a rash guard. Spring, fall and parts of winter I wear a long sleeved spring suit, which is a wet suit with short legs and long sleeves. In winter I wear a full suit, which is long legs and full sleeves.
From location to location this will differ, depending on water conditions. There are different thicknesses of wetsuits depending on how cold it is.

Take a look at http://www.doodahsurf.com/gallery.html
The surfers here wear tuxedos, superman outfits, boy scout uniforms, beer cans, and nun robes just to name a few.
It's an annual event near Los Angeles where surfers dress up in costumes.
