could be a number of things...such as ( and these are only possibilities that come to mind and in no way or form can i give a serious opinion without performing an examination) venous ulcer or related...
is he diabetic?
cellulitis?
"creeping up"..suggests lymphangitis
my suggestion is see a doc soon esp with his other health issues better to see a good doc soon and have em look at it
in the mean time u could do a webmd.com or internet search using terms i used and read up a little on it and see is anything fits the bill...always helps to be informed

Take him to the doctor!
Is the leg swollen, red, hot, painful? It could be a blood clot.
Better yet, go to the emergency room, NOW!

Go to the emergency room if you see a red line going towards his heart, (up his leg kinda along the surface) it is blood poisoning. Mix baking soda and water, into a paste, messy, but works for bug bites. Go and get a second opinion.

He does need to be seen by a doctor as soon as possible. I would recommend now. If you have an after hours clinic or ER open near you, I would get him in. Take any medication with you that he is currently taking too.

I'm a nurse. It sounds almost septic (infection in the blood stream). This is very dangerous and can be life threatening take him right away to the doctor, yes the ER. Take care.

this is an infection of some sort. when it creeps up more and more and swollen and ichie. take him to yr doctor now or emergency clinic asap.

take him to the doc again, show him your husbands legs...could be one of the side effects of his antihypertensive drugs.
elevated d legs...continue monitoring the swellling, he might be put into some diuretics too.., to get rid of the fluids from his legs......
