If it is your foster parent than you should contact your worker. If not than call the local social service dept. or the police and put in a complaint. They are leagally bond to check it out.

Call the cops, and CPS, let the foster parents case worker's superviser know what is going on, and of course, the case worker. Let them know you are serious. Take care.

More info would be necessary to answer this question? How do you know they are using? What is being used? Is it being used in front of the kid? If you are sure this is happening then Silent Observer and report it.
