Depends on the wine and the beer. Here in Europe, you can get very high alcohol beers and very low alcohol wines.
Carbon Dioxide in a drink increases the absorption of alcohol through mucus membranes.
So a low alcohol perry or grape wine, without fizz, with the same amount of alcohol as one of these high alcohol beers, will not get you drunk faster than the beer.
The amount of alcohol is important of course. A 21% wine, will get you drunk quicker than a 4% beer.

It mainly depends on how quickly you drink each one. If you drink the respective servings in the same amount of time (~5oz of wine , ~12oz of beer), one will not get you drunk faster than the other.
The three main things that affect absorption of alcohol are carbonation, temperature, and food.
Drinks that are carbonated (i.e. rum & coke) are absorbed faster than non-carbonated drinks.
Hot drinks (Hot Toddy/Irish Coffee) are absorbed faster than colder drinks.
Drinks are absorbed faster on an empty stomach than they are if they are consumed with food.

Yes Wine in my opinion does get you somewhat tipsey sooner than beer because of it's higher content of alcohol

I've had wines as low as nine percent alcohol and beer as high as twenty-two percent alcohol. One does not necessarily get you drunker than the other.
