Maybe he's wondering the same thing. If you take the lead and he declines, then you should just tell him you figured you both were ready to take the next step. Shouldn't be much harm in that.

i can understand your dilemma...i am not sure why he has not made the moves yet but maybe you got yourself a nice guy who knows how to respect a lady or it maybe that he has not done anything with the opposite sex is as scared as you...
i think the best thing to do is to talk about it casually first...maybe asked him if he has dated other girls and how far he has gone...if you guys are planning to be together for a long time then maybe it's good to get to know each other better this way before you proceed. by the way how old are you?

There are times when nothing need be said. This is one of them. Do not say anything, just do. He will quickly get your drift. Just do something simple, perhaps rest your hand on this thigh. Or put your hand inside his shirt.Those are pretty good signals. If he does not react then you will have to rethink your desires with this guy.

He is probably shy or thinks you are the one holding back. I think next time you peck, say "is that it, come on babe lay one on me" and pull towards you and kiss him. If you scare him by that and he freaks out then tell him to settle down and grow up!

well i say either wait it out another week or so, or just go for it yourself. its not "bad" at all, i swear. trust me, he'll be SO relieved.
and im certain the same thing are going through his mind. he probably wants to make out with you, but doesn't know if you want to.
i dunno if you should actually come out and say "let's make out," unless your extremely okay with open conversation and you're not embarassed.
the next time he kisses you, just go ahead and initate it. it'll be fine.
