Vancouver can be quite cold, actually... they just don't get snow because they are close to the ocean...
Medicine Hat, Alberta gets the most sunshine of any city in Canada. I don't know if it is the warmest, but the sunshine and its southern location make a good case for it....
Osoyoos, BC is located in the only actual desert in Canada, and is probably the warmest place we have. But it is quite small, so I don't know if it has all the services a place like Medicine hat does.

The mildest is Vancouver Island
Victoria, Sooke
The hottest is the southern interior of Britsh Columbia with temps
always around 40c or 100 degrees in the summer
Oosyoos, Kamploops, Christina Lake, Grand Forks etc.

Victoria, British Columbia - on the west coast(southern) of Canada. Not too far from Seattle, Washington, USA. Victoria actually is on an island(Vancouver Island) - directly across from the city of Vancouver, which is also quite mild.
