Then it's probably not meant to be. Don't lead him on the longer you prolong breaking it off with him the more hurt he will be. You can't be in a relationship where both people don't feel the same way for each other it just won't work out.

just tell him you dont love him but you like him a lot and wont to get to know him better before you say i love you

tell him he is moving a little too quickly. say you really like spending time with him but you are just not in that place yet. say you may be some day but he just has to give you some time to see.
