Indeed it does!
But like anything you need to excise and diet.
My aunt power walks and is on a diet and she's lost 30lbs in a month! She uses that belt to make her sweat even more than just power walking does.

My understanding is it helps take off water weight gain in the stomach area very fast but that can come back fast also.
