You are referring to 2 Peter 3:18-20 .. He was put to death in the body but made alive by the Spirit, through whom also he went and preached to the spirits in prison who disobeyed long ago when God waited patiently in the days of Noah...

There is some disagreement about exactly what Peter is referring to here. The explanation I think best explains the passage is that after His resurrection from the dead, Jesus let out a victory cry that was heard from by the souls of those condemned long ago.

Hell (Hai'des in Greek, She'ohl in Hebrew) is the common grave of the dead where they are unseen. It's a symbolic place as shown in the Bible. Not the 'hell' that's commonly known as today. [Psalm 16:10, Acts 2:27]

Who goes to hell/hai'des/she'ohl/this SYMBOLIC grave? All who dies. THERE IS NO MORAL DISTINCTION.

Here's why: Jacob spoke of going to hell/hai'des/she'ohl/this SYMBOLIC grave. Check Genesis 37:35.

Job spoke of going to hell/hai'des/she'ohl/this SYMBOLIC grave. Check Job 17:13-16.

*Jesus went to hell/hai'des/she'ohl/this SYMBOLIC grave. He gave up his soul (life) and was dead in the symbolic grave (hell/hai'des/she'ohl) then resurrected on the 3rd day. Double check Psalm 16:10, Acts 2:27
Acts 2:31:
KJV: 'He seeing this before spoke of the resurrection of Christ, that his soul was not left in >hell<, neither his flesh did see corruption.'
ASV: 'he foreseeing this spoke of the resurrection of the Christ, that neither was he left unto Hades, nor did his flesh see corruption.'
Byington: 'he foresaw and spoke of the resurrection of the Christ, that he neither was abandoned to the realm of death nor did his flesh see decay.'

So, What goes on in hell/hai'des/she'ohl/this SYMBOLIC grave? NOTHING. It's a symbolic place.

Ecclesiastes 9:5-10 states:
"For the living know that they will die, but the dead know nothing at all...Whatever your hand finds to do, do with all your might, for there is no work nor planning nor knowledge nor wisdom in the Grave."

Jesus went to hell after being crucified. He went there so we don't have to. However, he won victory over death and hell by being resurrected.
