Some people have short impulse control which can lead them to do and hurt people around them often they are very self centered and don't even realize it. Have you seen this person ever feel true empathy for anyone other than how a situation affects him/her. I've alway warned my children to stay away from people like this because I think they have sociapathic tendencies. And only feel bad if it affect there own situation, or if you feel they mimic feeling bad or happy for others. Do they play the blame game is it always someone elses fault, never their own if so they need to see a counsellor/phyciologist and get a clear diagnosis. People who behave the way you've described I stay away from. If they are a family member get them help but never get caught up in their lives, most are great manipulators as well, so it's good to clear a path. If your in love with this person insist on joint counselling and work through their behaviors that way. Good luck to you and please think about what I've written.

Could be autism, try Google.com

Or watch a film called "Elling", it sounds like the kind of scenario you describe, where people need help to adjust to life outside an institution? For example, he can't figure out how to answer a 'phone untils his social worker shows him this.

Also, there are people whose parents had issues and who treated their children exactly like this, unforgivingly. Could be bad learned behaviour, and not an actual condition.
