...:) You know God is the Supreme and All Mighty Autohrity, but He is incorporeal. Human Souls come into the corporeal world and by taking birth they take their own bodies to be the masters of the physical world. Then at some point they - the human souls - also become masters of the subtle region or sukshma vatan (even here there is the angelic body and God is bodiles). After that they become inhabitants of the Incorporeal World together with God. So from this point of view the human souls have more authority over the three worlds then God. God Himself never become the Master of the physical world because He does not become the owner of a body like we do ....:)... But God through Love has authority on us.... so how would you call that?...:)

The Supreme Authority of all the three worlds is the Cosmic Self which is composed of smaller individual selves.

Lord Vishnu or Krishna is called as tribhuvana natha which means He is the Lord of the three worlds and He is also called as Adhokasaja, that is He is beyond the range of experimental knowledge or senses or supreme unknown materially.Therefore He is the supreme unknown Almighty authority.

"Adhoksaja" is a Sanskrit name for the Supreme Personality of Godhead. The literal meaning of the name Adhoksaja is "He who defeats, or 'pushes down' (adha), all efforts to understand Him by means of knowledge gained through sense perception (aksa-ja)." This name of God—Adhoksaja—is an answer to the mental speculators who research the question "What is God?" and write volumes of books. To them the name Adhoksaja says, "You may go on speculating for many thousands of years, but you will never be able to understand God in that way."

Generally people say, "God is great." But they do not know how great He is. God's greatness is indicated perfectly by the name "Krishna." If you want a perfect definition of the word "God," then it is Krishna, because the word Krishna means "all-attractive." Unless one is all-attractive, how can He be God, the greatest? If one is great, he must be attractive.

In the purport to Srimad Bhagavatam(3.19.25), Srila Prabhupada writes, "The Lord is explained here to be adhoksaja, beyond the reach of all material calculation. Aksaja means "the measurement of our senses," and adhoksaja means "transcendental Lord, who cannot be seen by material senses."

The Almighty authority in the three worlds is GOD.
HE has no form , HE has no beginning , no middle , no end.
HE has no name. We humans give HIM a name according to our choice.
HE is everywhere.
We have to understand that.
