Theres this guy in year 10 one year older then me and i really like him. He looks at me a lot and whenever i walk past him he watches me. Does this mean he likes me or he just likes the way i look? I really want him to notice me! how can i?

He may just like the way you look, or he may like you.
Talk to him and hold conversations. He may make a move, or you may have to make a move.
Just do not change yourself for any guy. That tells guys that you'll do anything, and it tells yourself that your not strong.
Just go up to him and say hi, and try to start a conversation.

It could be either. Try talking to him, there are alot of ways to get a guys attention. Just don't make him notice you as a tramp or anything like that.

First don't change who you are, but be little more outgoing. Talk to him, say hi when you walk by him, give him a friendly smile. There are so many things you can do to let him know you're interested. Then he might pursue you.

guys only care about looks bc they are shallow like that.
