Anytime is good but generally one hour after eating a meal containint Protein and Carbs.

Every chance you get. Whenever your sitting on your duff and watching your precious television, do multiple sets of V-up holds with one minute rest in between. Try to work up to 30 minutes (extremely hard!) and make sure to pay attention to the plot line;) Also do abdominal isometrics a couple times a day.

as was already stated anytime except directly after eating is a good time to train the abdominals. when you train them has no effect on the overall results. abdominal training requires very little energy to perform
