A psychiatrist is a medical doctor, he or she goes thru medical school, gets a medical degree, then goes to school some more to get specially qualified in psychiatry. They are allowed to write prescriptions for their patients.

A psychologist studies psychology and that can cover a lot of different fields--consumer psychology, therapy, etc. They are not MD's and cannot write prescriptions.
