The best way to judge is to have your vet show you what to look for. There are body condition charts which show drawings of cats/dogs in various body conditions so you can see what the ideal weight looks like:

This link takes you straight to Purina's body condition system. In a nutshell, a cat should have a slight hourglass figure when viewed from above while the cat is standing up. There should be a waist behind those ribs. You don't want to see the ribs, if you can, the cat is too thin. But, if you lightly run your hand down the cat's sides you should be able to feel the ribs with a slight covering of fat. From the side, most cats have a bit of a belly pooch, but it shouldn't be too large.
If your kitty seems to be overweight, switch to a low-calorie food and watch the portions. Feed one or preferably two meals per day. Cats that are fed free-choice are almost always overweight. Try to play with your cat more often to encourage her to move around and get more exercise. Overweight cats and dogs suffer from many health problems, including diabetes and joint problems.

Manx tend to be on the larger side, but 15 pounds sounds like it might be pushing it a bit for a female. My Manx mix Sophie weighs 12 pounds and she's what I call "pleasingly plump".
You, however, are the best judge of your cats weight. Is she too fat to be able to clean herself properly? I think that's a good standard to go by.

A lot comes down to the look of the cat. General rule of thumb (this applies to dog as well): you should be able to feel the animal's ribs while petting without applying excessive pressure; however you should not be able to see the ribs when looking at the animal. Also, when you look at the animal's back from above, you should see a definitive waist line.

Obesity can be HUGH health problem for an animal. If you are really concern, ask your vet at your next visit.

15 pounds is pretty high, but it depends on alot of things. If the cat is very inactive or sluggish you may want to consider switching her to a diet formula cat food. Or take her to a vet to determine what to do. If you want your cat to live a long and full life then weight control is very important.
