MS Publisher is a good one. It also came with predefined templates, so you can use it as the guide and add your own text and pictures, so you don't have to start from the scratch

You can buy Publisher, get a lot of templates, and fill them in,
or,
you can download templates from Microsoft and fill those in at no cost,

or,
you can use Word, Wordart, drawing tools, and put your imagination to work.
