like without gaining muscles?

you can not spot reduce fat via any form of exercise. genetics determines from what location fat is burned from first and last, exercise has no effect on that.

I would focus on losing the fat first before worrying about gaining to much muscle. very, very, very few women have too much muscle. your bodies just don't produce enough androgens to support a high amount of lean body mass.

Well, you can't target a specific place to "lose wieght".

but what it sounds like you need to do is "firm up" your arms. You can do this by doing simple exercises and/or wieght training.

YES.....weight training. You can do this moderately w/out *bulking up* and gaining alot of muscle. though you do want to gain a little...muscle helps you burn fat more effectively

The simplest and least expensive...doing situps. But, if your not strong enough to do sit ups, there are many other ways. You can join a gym, or do simple exercises at home.
You can buy small weights inexpensively (start out w/2 or 5 pounds) (actually...talk to your doctor first) You can even use cans of food if you can't afford wieghts.

Below are several links to websites that have arm exercises described and illustrated.

When we lose weight, there is no way to specifically burn fat from one part of the body. Doing situps won't burn the fat that is covering your abs and doing tricep extensions won't get rid of the fat that is covering your triceps. The only thing you can do is lose weight all around and eventually the problem area will also improve. For more information on toning up, visit http://straighthealth.com

depends if it is just fat....... and muscles are cool...... if it is just fat, it will go away when you lose weight, but building your muscles will help you for the rest of your life.
