I would leave the kittens alone for a few days if she just had them. Let her bond with them and rest. After a week or so you will be able to touch and lift them, but be very careful and watch mom because if she doesn't want you to touch them, she may get really aggresive if you pick them up. At 10 days their eyes will open and you will be able to play with them more. touch them often and they will not be so people shy.

As long as your cat likes you and does not mind you by them, you can hold them at any age over a day or two. Just be sure to wash your hands very well before hand because they can pick up a lot of diseases and get sick very easily at this age. Disease wise, it may be best to wait a week.
If you cat trusts you enough, she may volunteer you to babysit them for her after a week or so. My cat would do this, and be outraged when I left them (meowing her head off at me).

Just make sure you do not take them away for any long periods of time. Just hold them for a minute or two until their eyes open. Then you can hold them for a little longer.

Keep away for the first week and then takes cues from the mother. She might agree for you to handle them or not. From what I hear, the mom usually is good about humans handling the kittens at the 2-3 week mark.

If mom cat is yours and trust she may let you pet them. You can judge from there. I was able to touch my kitty at one day old, but not hold I did not want to push my luck. Here are some links check out the second one as it will tell you how to be the second mom to help out your new kitty mom. Congrats on the little ones.

You should wait at least until they have their eyes open, and the mom has had time to clean them up some...but as long as she doesn't freak out when you pick them up, and you are VERY careful, you can hold them as soon as they are born. Its not recommended however.
