Each community is slightly different...a few do not require one. The City Planning Committee or Zoning Office will be a good place to make an inquiry. Unless you plan to complete the work yourself, the contractor of the work would normally see to this detail. Be sure to have 3 copies of the blueprints that you intend to use. Make sure that the zoning is appropriate for whatever your endeavor is, too. The Property Assessor's office may be able to direct you to whichever official you will need to contact if the other two suggestions are unsuccessful.

Then you will have to go to City Hall and look for the Zoning Commissioner's office and apply for one. (There's a fee. I don't know how much).
You will have to supply Blue Prints of you building for any and all sewer and construction plans to be placed on file. In some states,you will have to show proof that a Fire Marshal will be inspecting the place after it's finished too.

you can get a bulding permit at the city hall there is a price for it
